Job Summary
The Sub-Regional Humanitarian Coordinator Central America and the Caribbean (HM-CAC) is responsible for providing strategic guidance and technical support to CARE’s humanitarian work within the Central America and the Caribbean sub-region. This includes preparedness, emergency response strategy development, start-up and scale up of response actions, program quality and impact, financial stewardship, resource mobilization and representation as required. This position responds to the Regional Humanitarian Manager and will provide leadership and hands-on technical support as required to Country Offices in the sub-region and will be directly engaged in the humanitarian responses in Central America and the Caribbean. This role will Support CARE’s humanitarian responses that are impactful, at scale, and that adhere to humanitarian principles and CARE’s approach (gender equality & women’s voice, resilience and governance). S/he will work closely with the Regional Humanitarian Manager to ensure clear delineation and coordination of support and engagement with Country Offices, as well as in representing CARE in appropriate external forums, particularly in regional meetings to strengthen CARE’s presence, active participation and relevance at key internal and external humanitarian events such as humanitarian summits, conferences, launches, Humanitarian Working Group, etc. A key aspect of this job will be to have a solid understanding and high level of comfort working in complex and dynamic political and security environments.
S/he works closely with counterparts in the wider LAC regional leadership team, Lead Members/Affiliate Members and the broader CARE organization including various parts of CI. S/he keeps abreast of developments in the region and sector externally and coordinates with the CDs in the sub-region and participates as an active member of the LAC Regional Leadership Team.
The SRHC-CAC should be an exceptional individual, combining experience in international humanitarian relief with specific skills and in humanitarian strategy development and management; fundraising and donor relations; as well as program quality, accountability and impact, working in partnership, coordination and teamwork with a high level of diplomacy and influencing capability. The position requires excellent English and Spanish language communication skills, French will be an asset. The SRHC-CAC reports to the LAC Regional Humanitarian Manager and liaises with the Humanitarian teams in CARE USA and in CARE International. The position will be based in some of CARE’s operating countries in Central America (Honduras or Guatemala), with approximately 30-40% travel required. The contract of the position is with a work visa / national of Honduras and Guatemala.
Responsibilities and Tasks
Job Responsibility #1: Coordination and oversight
Provide ongoing coordination, oversight, support and guidance to direct reports, upon to request, and ensure that necessary positions to support CARE’s Central America and Caribbean response are identified, recruited and orientated in a timely manner.
- Provide on-going supervision, leadership support and guidance to direct reports. This is carried out through country program visits, setting annual performance objectives for direct reports, performance reviews and discussions.
- As required, conduct semi-annual performance reviews providing clear feedback on accomplishments and areas for improvement.
- Hold regular conversations with direct line reports to identify development opportunities and provide feedback and coaching.
- In coordination with country teams ensure that appropriate development plans are in place for key talent in country programs.
- Directly responsible for the Emergency Preparedness activities in Central America and the Caribbean;
- Lead the development, review and implementation of detailed emergency preparedness plans for Central America and the Caribbean in close liaison with country office staff;
- In Coordination with the Regional Humanitarian Manager supervise and coordinate training sessions and workshops in CAC in order to achieve the objectives set in the emergency preparedness plan, especially to provide staff and partners with training and leadership on contingency planning and emergency response;
- Support the region in the analysis of humanitarian trends in Central America and the Caribbean through the provision of research and data analysis tools, providing regional oversight of humanitarian research, data, trends and conditions;
- Be ready for deployment on short notice upon request from a CO, in coordination with LACRMU and abiding to existing guidelines;
- Coordinate with CAC COs, LACRMU and other CI members to support COs affected by disasters;
- Work to strengthen emergency response capacity in the sub-region and provide effective leadership to the CO’s responding to the different crisis, balancing mission and team dynamics, and self-management under conditions of stress.
- As required, support resource mobilization efforts for sub-regional programming in Central America and the Caribbean including connecting with key donors (i.e. BPRM, OFDA, ECHO, among others);
- Coordinate sub-regional proposal development and design for humanitarian responses, coordinating with CARE Country Offices, CARE Member Partners, CEG, CI technical teams and partners;
- As required, represent CARE in key sub-regional networks on the humanitarian space for Central America;
- Work with CAC COs to ensure that timely updates are provided to key stakeholders (CIMs and external constituents) on the progress of CARE’s humanitarian response to various crises.
- Work with Country Offices from CAC on mobilization of necessary resources to support emergency response efforts. Ensure that the region and Country Offices have the necessary resources to develop fundraising proposals. In coordination with RHM, engage with the different fundraising teams across the organization in order to support them in efforts to raise funds.
- Lead sub-regional strategy development, oversight and support to sub-regional country programs in CAC to meet CARE standards for program quality and impact, in accordance with CI program and Humanitarian principles.
- Work with the regional advocacy advisor and RHM to shape humanitarian advocacy priorities for CAC and contribute to external policy advocacy as appropriate
- Support the development of sub-regional (CAC) humanitarian strategies, and lead on sub-regional response programs development and implementation as needed, supporting country offices, coordinating within CARE and identifying and coordinating with partners in non-presence countries;
- In coordination with RMU, ensure high-level financial oversight to support proper stewardship of CARE’s resources in sub-regional humanitarian programs in CAC;
- Ensure that CAC sub-regional programs have adequate plans and approaches to ensure quality proposals that are consistent with the Regional Response Strategies and organizational priorities;
- As required, lead on the due diligence and relationship building process and forge standing agreements that allow for operationalizing humanitarian response, including its scale-up both in countries where CARE is present via country offices and in non-presence countries
- Establishes learning processes and exchanges for the CAC countries and between CAC and the overall regional work;
- Identify opportunities for CAC countries to access resources to improve program quality, support coordination of inputs from other stakeholders if necessary.
- Ensure relevant CI standards are respected.
- Ensure that CAC CARE’s humanitarian work in the sub region adheres to relevant policy commitments and minimum standards and to promote these, including:
- CARE’s Gender in Emergency framework
- The SPHERE Humanitarian Charter and Minimum Standards; Humanitarian Principles, the Code of Conduct for Red Cross and Red Crescent Movement and NGOs in disaster response; CARE’s humanitarian procedures; CARE’s PSHEA policies, among others.
- Maintain oversight of progress in CAC countries humanitarian programs. Support further development and implementation of organizational development initiatives that drive us towards our objectives within CARE International’s updated humanitarian directions (Gender in Emergencies, Localization, Nexus) and Vision 2030 (as it becomes clear what it will look like).
- Ensure that the CAC COs use the appropriate monitoring system in line with CI standards for the humanitarian projects.
- Ensure the CARE Humanitarian Accountability Framework is in place in CAC responses.
- Make recommendations and follow up their implementation.
- Promote systematic program review/evaluation to ensure that lessons learnt are documented and shared for cross-program learning in the region and inform future responses, through adequate dissemination and inclusion in potential training.
- Lead on one key technical area for LAC (localization, displacement or other to be determined by the RHM and Regional Director).
- Bachelor degree or relevant combination of qualifications and experience in a relevant discipline.
- Master’s degree or equivalent experience or relevant professional development in related discipline
- 5 – 7 years of progressively responsible relevant experience, especially humanitarian experience in LAC
- Good grasp of issues related to forced displacement, mixed migration, and the cause of poverty and injustice.
- Gender frameworks and approach, specially gender in emergency knowledge.
- Experience working in Central America (experience working in Haiti is a plus)
- A strong commitment to, and a demonstrated experience in, the areas learning, information management, knowledge-sharing and people development;
- Experience in programme design, management, implementation, monitoring and evaluation, including SPHERE standards, donor relations, security and protection consideration
- Evidence of experience at leadership level
